There have been many layers of institutionalized corruption, which tax payers have to bear. It is unjust to award or inflate the prices of materials and/or services, enabling different people, along the line of procurement, to get their cut. For example: the roofing repair of a school building takes up RM500,000 and the wiring to be replaced in the same school building costing another RM500,000. This affects the functioning of the school when the work was and is still left unattended, despite the deputy Education Minister and Deputy Director of JPN paying a visit to the school. Eight classes of students who were affected, had to attend classes in the school hall and in the science laboratories mirrors a challenge to conducive learning space.

Transparency in the use of money needs to be demonstrated with full accountability of MOE and the Government (the Finance Ministry) in channeling funds straight to school account instead of awarding the contracts to contractors under the pipeline of JKR.
Penyelesaian:
To facilitate on-going school transformation, MOE must embed transparency and accountability at all levels in the system, especially with monies committed for school building maintenance, repair and procurement. The decentralisation of education in terms of financial disbursements to school management is a MUST; there is a need to overhaul the payment system. The abuse of power by politicians taking on the role of education leadership: such as channeling Government Scholarship loan funds as zakat to various state religious bodies need to be held accountable in Parliament and in the Courts.
