What is Manifesto Rakyat (MR)?
The Manifesto Rakyat project is an initiative by GBM to gather the public’s policy ideas and priorities across Malaysia. It serves as a reference for political parties and civil society before national elections.
Why it matters?
- Traditional political manifestos often lack direct citizen involvement.
- Manifesto Rakyat prioritises voices from the ground, individuals and communities.
- It is a living document that reflects evolving public needs.
Quick Overview Of MR 1.0
Manifesto Rakyat 1.0 (MR 1.0) was initiated in 2021 by Gabungan Bertindak Malaysia (GBM) in collaboration with the CSO Platform for Reform, at a time when public trust in political institutions and party-driven manifestos was declining.
Conventional political manifestos were largely:
- Top-down and elitist
- Limited to party interests
- Lacking direct public consultation
- One-way communication tools focused only on elections.
MR 1.0 was designed as a bottom-up alternative, a platform where ordinary Malaysians could directly contribute policy ideas, with their identities acknowledged, voices documented, and proposals debated openly.
