"A difficult and recurring problem encountered by the JMB of the Low-Cost Flats is obtaining/collecting maintenance fees from the occupants/tenants. Based on our experience, only 30% occupants have consistently settled their maintenance fees. The rest are unable to pay their maintenance fees due to their low-wages. And partly, many of these flats are rented to tenants and migrant workers. Thus, the Local Law enforcer could not implement any effective measures toward non-paying residents. This circumstance is burdening the JMBs of the Low-Cost Flats. As a result, the low-cost flats are extremely disorganised, unclean and absolutely inappropriate or conducive for living."

"A comparison drawn between the PBT service with low-cost terrace houses and low-cost flats reveals that the occupants/residents/tenants of low-cost flats are required to pay double-the-amount for fewer services than PBT. It is greatly unfair that they have to pay higher rates but are not able to enjoy the services as much as the low-cost terrace houses are provided with."
Penyelesaian:
"Residents/Tenants of Low-Cost Flats are only required to pay two types of taxes: Assessment Tax (6 months once) and Land Tax/Parcel Tax (once a year). Similar to low-cost terrace houses. Therefore, it is recommended that these types of taxes are maintained whereas the maintenance fees collected by JMB shall be abolished. A direct payment must be made to Municipality Councils or Land Offices as its usual practice. Municipality Councils, after taking over, must provide a similar service and attention as it is provided to low-cost terrace houses. This includes collecting garbage, corridor cleaning, drainage cleaning, playing grounds with street lights and roads in the vicinity of the flats area."
