The agricultural sector in Malaysia consists of a large number of small farmers (over 100,000 registered paddy farmers, excluding other crops) who contribute to the production of various agricultural produce. However, it was found that small farmers are exposed to the risk of poverty when their income is affected, which cause various impacts on their well-being such as health and food security. Environmental changes, for example, weather uncertainty and disease attacks make farmers' tasks more challenging. At the same time, the COVID-19 pandemic and rising cost of living also place small farmers in a difficult situation. Although the National Agrofood Policy targets an increase in production every year, it will not be achieved if the fundamental rights of farmers are not being settled.

Penyelesaian:
The component of farmers' rights should be lifted as part of the MAFI policy. Small farmers need several support systems: 1) a social safety net that will guarantee their income during periods of bad weather or disease attacks and 2) extension officer assistance to improve agricultural practices in order to get better yields/better income. At the same time, there should be an assessment of intergenerational poverty in the peasant family. The solution to the problem of poverty is complex but must be done to prevent continuing. In addition, the direct impact of the COVID-19 pandemic on the lives of farmers should also be taken into account especially on the aspects of life such as malnutrition, education, and mental health. Collectively, farmers need to understand their rights as farmers and demand that they be highlighted in government decisions.
