Repeated death in custody cases show that multiple institutions are dysfunctional. It is important to ratify the convention, align the domestic laws with international standards and reform all institutions involved in scrutinizing death in custody issues

No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment. (Article 5 of Universal Declaration of Human Rights 1948)
