Majlis Mesyuarat Kerajaan Negeri yang dipengerusikan oleh Menteri Besar atau Ketua Menteri Negeri mempunyai kuasa untuk memutuskan pewartaan, penyahwartaan hutan simpan kekal termasuklah kelulusan bagi pembalakan, perlombongan atau pemberian milik untuk aktiviti perladangan atau pembangunan. Kekurangan penelitian yang mencukupi oleh dewan undangan negeri terhadap keputusan ini telah menyebabkan perlindungan alam sekitar yang lemah dan kehilangan tanah adat oleh orang asli.<\/p>\n\n\n\n<p><strong>Nilai-nilai &amp; Kepercayaan<\/strong><\/p>\n\n\n\n<p>Kerajaan negeri harus membentangkan rancangan yang baik untuk pengurusan dan penggunaan sumber hijau kepada dewan undangan negeri masing-masing dan seterusnya kepada orang awam. Hal ini membolehkan penelitian yang berkesan oleh orang awam dan Ahli Dewan Undangan Negeri (ADUN).<\/p>\n\n\n\n<p><strong>Penyelesaian:<\/strong><\/p>\n\n\n\n<p>Green budgeting contributes to informed, evidence-based debate and discussion on sustainable growth. Green budgeting means using the tools of budgetary policy-making to help achieve environmental and climate goals. This includes evaluating environmental impacts of budgetary and fiscal policies and assessing their coherence towards the delivery of national and international commitments. \nState governments should present green budgeting in the same session with the State Budget for the approval of the state legislative assembly annually. We propose state governments go beyond monetary terms in their budgets Annual planning on the management of forest and natural resources is crucial and annual green targets should be set for example treetop coverage, CO2 emission and pollution reduction. Inventory checks and advanced planning for utilization of land and natural resources must be allocated, debated, and approved.
