Ini mengakibatkan Kementerian Pendidikan mempunyai tanggungjawab yang terlampau besar. Kerajaan negeri dan tempatan kekurangan autonomi dalam membuat keputusan yang berasaskan keperluan pendidikan tempatan.<\/p>\n\n\n\n<p><strong>Nilai-nilai &amp; Kepercayaan<\/strong><\/p>\n\n\n\n<p>Mengikut Kajian Polisi Malaysia UNESCO 2013, terdapat masalah kekurangan koordinasi antara agensi dalam kementerian dan agensi antara kementerian yang menyebabkan pelaksanaan dasar kurang berkesan.\n\nPemberdayaan kerajaan negeri\/tempatan untuk menggubalkan dasar pendidikan tempatan berdasarkan keadaan setempat yang unik boleh memastikan pendidikan lebih memenuhi keperluan penduduk setempat.\n<\/p>\n\n\n\n<p><strong>Penyelesaian:<\/strong><\/p>\n\n\n\n<p>Pengagihan kuasa pendidikan boleh dilakukan mengikut peringkat:\n\n-Kerajaan Persekutuan: menetapkan dasar dan menjalakan kajian.\n\n-Kerajaan Negeri: bertanggungjawab terhadap urus tadbir hal ehwal pendidikan dalam negeri.\n-Kerajaan Tempatan: melibatkan pihak berkepentingan seperti ibu-bapa, masyarakat tempatan dalam hal-ehwal pendidikan. \n\nPenubuhan jawatankuasa di setiap peringkat untuk memberikan maklum balas, idea bagi tujuan pembaharuan kepada proses penggubalan dasar dan pelaksanaan.\n\n-Peringkat sekolah: \nmenubuhkan lembaga pengelola sekolah di sekolah kebangsaan untuk melibatkan ibu bapa dan komuniti tempatan.\n<\/p>\n\n\n\n<p><strong>Sumber Rujukan:<\/strong><\/p>\n\n\n\n<p>&#8211;<\/p>","protected":false},"excerpt":{"rendered":"<p>By: Kong Wee Cheng Organisation\/ Individual: United Chinese School Committees\u2019 Association of Malaysia (Dong Zong), The United Chinese School Teachers&#8217; Association of Malaysia (Jiao Zong) Policy Code: 3f Education Problem Statement and Current Policy: Pendidikan adalah perkara yang tertakluk dalam bidang kuasa kerajaan persekutuan dalam Perlembagaan Malaysia.
