Beliau menasihati Kerajaan mengenai undang-undang. Beliau menggubal undang-undang untuk Kerajaan. Beliau membela Kerajaan apabila Kerajaan disaman di Mahkamah. Oleh sebab itu, Peguam Negara dilihat lebih rapat dengan Perdana Menteri dan anggota kabinet. Justeru, beliau boleh dianggap sebagai terikat dengan Perdana Menteri dan tidak mempunyai kemandirian.
