This can be a problem if we have a corrupt and immoral prime minister. <br \/><a href=\"https:\/\/manifestorakyat.my\/ms\/reform-of-appointment-of-head-of-public-institution\/\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #ff0000;\">(Noh, Proposal 3B-1)<\/span><\/a><\/p><p><strong>1. Set up an Ombudsman Office.<\/strong><\/p><p>A public complaints channel is an important first step towards ensuring appropriate actions can be taken on politicians or civil servants who have committed wrongdoing in public service. <a href=\"https:\/\/manifestorakyat.my\/ms\/solid-mechanism-to-make-the-government-responsible-and-accountable\/\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #ff0000;\">(Uli Jon Rock, Proposal 3B-4)<\/span><\/a><\/p><p>In 2018, the Pakatan Harapan government announced that the Public Complaints Bureau would be replaced by an Ombudsman Office, empowered by an Ombudsman Act to ensure a more effective management of public complaints in Malaysia. The bill that would enable the establishment of such a mechanism, however, was not tabled in 2019, nor the following year. The lack of political will in this matter is puzzling, for there is a precedent for such a set-up, with the Ombudsman for Financial Services already in place since 2016.<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-ae3b053 elementor-widget elementor-widget-text-editor\" data-id=\"ae3b053\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p><span style=\"font-weight: bold;\"><u><u class=\"D-jZk\">III: Distribution of Constituency Development Funds<\/u><\/u><\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-e3e152d elementor-widget elementor-widget-text-editor\" data-id=\"e3e152d\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p>One of the informal but most visible duties of an elected representative is to secure funding for their constituencies (otherwise known as constituency development funds, or CDFs) in order to carry out minor projects, repair works, and welfare assistance work in their constituencies. This need has been exploited by the ruling party to influence both elected representatives and voters into supporting it.<\/p><p><strong>3. Institute reforms for an equitable CDF.<\/strong><\/p><p>To prevent misuse of CDFs for political gains, the following reforms must happen:<\/p><p>i. Make elected local government bodies the gatekeepers of these funds.<\/p><p>ii. Devise a formula for equitable CDFs.<\/p><p>iii. Institute accounting transparency for the CDF.<\/p><p><strong>4. Allocate funds for each MP or state assembly representative to pay the salaries of their service center staff.<\/strong><\/p><p>These amounts should be included in the CDF as well.<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-5669276 elementor-widget elementor-widget-text-editor\" data-id=\"5669276\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p><span style=\"font-weight: bold;\"><u><u class=\"D-jZk\">IV: Political Financing<\/u><\/u><\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-a2bc165 elementor-widget elementor-widget-text-editor\" data-id=\"a2bc165\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<div class=\"group w-full text-token-text-primary border-b border-black\/10 dark:border-gray-900\/50 bg-gray-50 dark:bg-[#444654]\"><div class=\"flex p-4 gap-4 text-base md:gap-6 md:max-w-2xl lg:max-w-[38rem] xl:max-w-3xl md:py-6 lg:px-0 m-auto\"><div class=\"relative flex w-[calc(100%-50px)] flex-col gap-1 md:gap-3 lg:w-[calc(100%-115px)]\"><div class=\"flex flex-grow flex-col gap-3\"><div class=\"min-h-[20px] flex flex-col items-start gap-3 overflow-x-auto whitespace-pre-wrap break-words\"><div class=\"markdown prose w-full break-words dark:prose-invert light\"><p>Political parties should be publicly funded, and a law should be enacted to regulate the political financing system. In the absence of legislative safeguards, there is a glaring lack of transparency and accountability \u2013 any individual or corporation can give any amount of money to any political party or candidate they like, creating fertile ground for corruption, patronage, and cronyism.<\/p><p><strong>5. These topics are not new and hence merely require more push for implementation. It is our hope that the government will take note of these recommendations and outline the steps for implementation.
