Problem Statement and Current Policy:
Stateless persons (SP) are not allowed to open bank accounts or register for EPF and/or SOCSO when they work. They also working, as considered by Malaysian law, illegally since they do not have identification which entitled them to be registered properly. As a result many of their employers abusing them in terms of salary/wages paid.
Value(s) and Belief:
To.leave the SP in this situation is injustice. Many have families now and their plight uncertain. They are living amongst us, can serve as a valuable human resource for Malaysia if they are legally recognise.
Proposal of Solution and Call for Action:
An identification system (IDS) should be created for them. This IDS must issue a personal identification card with photo and renewable every 3 years. It must be made acceptable at banking institutions and various other public domains which require a pictured ID.
