Problem Statement and Current Policy:
– Financial burden is getting heavier for fully public funded health care system – Long waiting time in public clinics and hospitals hurts economically vulnerable groups more, thus deepen inequality – Exclusion of non-citizens via differentiate charges
Value(s) and Belief:
Public funded health care system should be exclusive to economically vulnerable groups free and not to be abused by economically capable groups; implement redistribution of income and wealth through social insurance, towards a society with solidarity.
Proposal of Solution and Call for Action:
– Public clinics and hospitals only for these four groups with free of charge: above 60-year old, disability, pregnant women, under 18-year old – Introduce social insurance in addition to public funded health care system – A scheme similar to National Health Insurance in Taiwan – All residents in between 18-year old to 60-year old are included, regardless of citizenship – The insured person with fixed income shall pay the premiums, above 60-year old may opt for insured voluntarily – Fixed premium rates for different income brackets, a maximum difference may be set between highest and lowest brackets
