Problem Statement and Current Policy:

Residents have no control of the local budget for the city council. Resident participation for local future is limited to Townhall meetings. Preparing public for LCE will require an interim step – participatory budgeting

Proposal of Solution and Call for Action:

Institutionalize participatory budgeting for all local councils in accordance with the practices of International Budget Partnership. Allocate 10% of developmental budget of city council for participatory budgeting. Get residents of locale to outline key projects, vote on the projects, gather as citizens assembly and own the implementation of the project
